FTPA's Article 12

The FTPA, through citizen petition, placed an article on the Warrant for the October 7, 2003 Special Town Meeting. If adopted, the article would have established a new Town By-law. The By-law provided that if a fee for trash collection is established, the tax levy (i.e. the total amount of property taxes levied by the Town) must be reduced correspondingly. FTPA believes that without this By-law, the establishment of a fee for trash collection in Framingham would represent an assault on the foundations of Proposition 2 1/2. This article is timely because Town officials have actively considered the establishment of a fee for trash collection. This initiative illustrates FTPA’s commitment to protecting the taxpayers’ interests.

On October 8, 2003 Town Meeting voted to refer Article 12 back to sponsor, preventing adoption of the article at that time. The FTPA believed that the opponents of the article succeeded in clouding the discussion with numerous (erroneous) objections. We have therefore decided to bring the article back to Town Meeting at the 2004 annual Town Meeting."
